I mean, why do you assume that a 775 HP police vehicle will be used for rush-hour chases? Just because the potential is there does not mean that it will happen. Assuming that this was not on a King's Highway, I think the charge should have been under the City of Toronto Municipal Code 400-21, or the old Metropolitan Bylaw 132/93. I can find neither of those online, so I can't read the text to determine if either specifies a 60 m limit.

The King's Highway includes highways 2-148 along with the 400-series and the QEW. The most popular HOV road in Toronto is probably Don Mills, which as far as I know is not a King's Highway (it's Regional Road 12 or something like that).

Well, the law doesn't actually say "slow down". You are supposed to stop if you can do so safely, otherwise just "proceed with caution". I would think that maintaining your speed, coasting through, or slowing down would all qualify as "proceed with caution" under the proper circumstances (e.g., maintaining speed through a busy downtown intersection ...
