This is all conjecture on my part but here's what might have happened.

Depending on how that court is organized, they may have grouped tickets by officer. So he might have shown up for several cases, not just yours. It's a more efficient and less costly use of their time.

I think the parking ticket would be a Part 2 Provincial Offences Act charge. It can be issued to the driver [section 15(5)] at the time of the alleged infraction or the plate owner [section 15(4)].

As to strict liability ... well that generally means the onus is reversed and you are guilty unless you can prove you're not... Absolute liability ...

Don't think the u-turn charge applies to this scenario at all. Agreed. The u-turn came up as an example of when you have to cross the path of oncoming traffic to park facing the right direction. Someone has to see you do it in order to be charged and only if the 150 metre rule applies.

The point is Jason has to convince the judge he's innocent ...

Reasonable time limits are under section 11(b) of the charter. Most people who know about it usually quote R. v. Askov which established a delay limit of 6 to 8 months. But R. v. Morin established intake periods up to 10 months on top of the 6 - 8 month institutional delay of Askov.

Never trust what the people at city hall tell you. First it's not an appeal. You are requesting a trial. Don't use the word "appeal", it will confuse them and you.

Next, I'm assuming you have a traffic ticket not a parking ticket.

Traffic tickets are taken within 15 days to any Provincial Offences Office in Ontario. There is one on Edward street ...

So the u-turn is also a bylaw? It's covered under Rules of the Road in the HTA: U-turns prohibited

143. No driver or operator of a vehicle upon a highway shall turn the vehicle so as to proceed in the opposite direction when,

(a) upon a curve where traffic approaching the vehicle from either direction cannot be seen by the driver of the vehicle ...

A reasonable person would not drive across the path of oncoming traffic... You have to do it to make a left turn or to pull into a driveway. And he would have to make a u-turn or 3pt turn to park facing the right way which would be across the path of oncoming traffic.

If the residential street is small enough, less than 150 metres, the U-turn ...

A couple of things:
You don't "appeal" a ticket, you fight it. IF you loose in court, you appeal the verdict.
Parking facing the wrong way is usually a municipal by-law infraction. For example, in the City of Mississauga it is "Parking vehicle facing wrong direction" – By-Law 555-00 Section 5(1)(a).

how does one know what intersection they are at? Or are they frequently moved? It depends on the jurisdiction. Ottawa tells you which intersections have them and they even post warning signs before the intersection. Toronto has 10 cameras in rotation through 38 intersections without warnings.

Part 1 charges are capped at $500. The fact that you received a Part 3 summons is usually an indicator that the fine will exceed $500. You said you were doing 120km/h in an 80km zone. Speeding 40km over the limit won't give you a fine over $400. Why would they issue a Part 3 summons for a fine under $500? That's what didn't make sense while we were ...

It should be a fatal error but I've seen wrong dates go either way. Sometimes it's thrown out and sometimes the ticket is amended. You can find info here: http://www.ticketcombat.com/step5/quash.php
