Not sure whose side you are on? More government control or more trust to the people? Advanced societies don't need a policeman on every corner. Advanced societies people police themselves and don't hand over their destiny to Politicians who don't have a clue what they are voting on.

One thing you can not be sure of is how the insurance companies will look at this.
If he was charged, he was at fault according to police, thus your insurance rate is not affected and his is.
However, if you do not show up and the charges are dropped, the insurance company may decide that the fault was 50/50 and both drivers are faced with a rate ...

Seems a bit overboard for a traffic ticket that the other driver was 100% at fault for. They reduced his fine at the scene, and he is still fighting it, really just seems like a waste of everyone's time over a $150 fine.

I am compelled to give my license, which I do , but only after asking "Am I required to give that to you?" followed by "Here is my license but I am giving it to you because I have to and I am not giving it to you voluntarily". It's hard enough to defend this charge with bad notes, let alone ones that are just shy of making note of what song you were listening to.
There's no harm in hearing an offer (if any) from the prosecutor, but I don't think i'd brush them off for a full blown trial.

From my vantage point at a range of approx 7m, I noticed the driver was not wearing a seat belt. I observed that the driver was wearing a white t shirt with a design on the front. I noticed that the chest portion of the t shirt was unobstructed by seatbelt straps, and as the car turned into the station I was also able to observe through the rear ...
