No. The officer is in his right to write down anything he chooses, whether you believe it is right or wrong. He did not gather that information by breaking into your garage or getting a statement against your will. If you believe the officer is wrong in his notes, I suggest you use that information against him in your defense.

That was what I was afraid of. From my side it seems unnecessarily rigid, allowing me to be 100% at fault even though car A was the one either distracted or following too close. Is it at all possible someone has challenged this type of ruling?

I received my disclosure and talked to the city worker who put it together. He said he didn't include the by-law cause its too big, saying they don't do it for HTA violations either. We tend to not take responsibility in obeying and knowing the law. Only after reading posts like this web site do we get an appreciation of the "privilege" for driving.

Due to the position of the Sun which was directly ahead, the video doesn't show the color of the lights when my car crossed the line. In my mind, I crossed the white line before the light turned red. So it is my word against the officer's word and he was not really in the best position to judge the alleged infraction.

Reading this it's unclear to me whether the OP meant that the other car was travelling in the oncoming lane ( as everyone else has assumed ), or if the other car had come up from behind and tried to overtake the OP's car on the left. To me it reads a bit more like the latter scenario, which might changes things quite a bit.
