To my knowledge, in order to secure a conviction, the witness and the officer need to testify at the trial. So if the witness or officer (or both) don't show up, charges will be dropped.
The next bit of my post is my pure thinking, so it should be taken with a grain of salt.
In my opinion, no person will drive across a border for a 1 day trial ...

I've seen a light go from green to red, but it was because the bulb was blown out for yellow on both (other side had a yellow.)

I'm surprised this hasn't came up yet. Maybe because of your daughters age, but its relevant. Does she hold a G2 or a G license? If she has a G2, and is convicted of 30+ over, her license will be suspended for 30 days due to the novice driver escallating sanctions. Just keep that in mind when going to trial.

What I normally do is I sit at the front of the court, but not check in. Usually there is a long enough line checking in so you have enough time. As officer's arrive, they check in with their badge number with the prosecutor. Listen to the officer as they say their badge number, check your notice of trial, or your ticket to see if it matches. it doesn't matter either way; because as far as insurance are concerned (which is the main issue) a conviction regardless of points or fine, is still a conviction.

Wow, I can't believe that is the deal you got. I think if you go to court that day, they might let you plea to the 129, and drop the permit if you show it, but it's the luck of the draw. Just go in nicely and say you will plead guilty to the plea if they drop the permit charge. If they're having a good day, they might.

I suspect my daughter may actually have been driving more quickly, as officers seldom issue tickets at only 15 km/h over the limit, even if it genuinely was a Community Safety Zone. The ticket does not show Code R, but I understand that's optional and does not affect the ticket. Is that correct?

Congrats! You have a fatal error. Either option #1 or 3 that you described will work. Option 1 would be ideal as you do not need to make a trip to brockville unless convicted. Whereas you would need to go to brockville to request a trial, and then to not show up for it, and if you get convicted, it would require another trip up.

You will not recieve disclosure unless you request for it in advance. If you did, Great, your trial will be posponed and will not be used against you. If not, they can use the delay against you if you try to apply for an 11b (if the trial takes longer than 11 months).
