What is the conflicting information that they're giving you?
If you pay off all outstanding fines and a reinstatement fee, your son should get a new licence. Might have to start over as G1 though depending on how long he's been suspended and what level he was at prior to the suspension.

I should also add that both offences are considered serious by insurance companies, and will result in serious rate hikes or refusal to provide coverage.
