That's incorrect. Being parked would absolutely fall under the definition of stopping a vehicle, both in a legal sense and common sense perspective. No parking zones allow brief exemptions to load or unload passengers and cargo whereas no stopping zones do not.

It doesn't appear you meet the necessity defence. The problem with your safety decision is that you were already speeding before the event began. You can't be doing +15km/h and then for safety go +42km/h especially in a construction zone with workers present.

Thanks for the details. Indeed you were lucky to have the first charge dismissed since from what I understand, the likelihood of the police officer not showing up to trial is pretty slim.

Depending on the jurisdiction, the disclosure materials can be scanned and then e-mailed out. Correct. Some years back, I purchased a home built trailer for $1.00 from a family member, and was able to register the trailer. I arrived at court early so that I could observe which witnesses actually showed up for the trial, and thus determine if a deal should be attempted with the prosecutor before the trial starts.
