I'm assuming this is for a traffic control signal intersection, where one of two things happened.


1) HTA S.144 (21) Flashing red light — fail to stop

$110 fine + 3 demerit points


2) HTA S.135 (2) Fail to yield — uncontrolled intersection

$110 fine + 3 demerit points

If the lights are completely out, you don't legally have to stop if there are no other vehicles inside or approaching the intersection from your right. However, treating the intersection as a "four-way" stop could save your life.
