Yes early resolution pretty much guarantees you a reduced fine.

Again in this case Neither applies as comercial vehicles accept they are subject to these inspections as part of their operation conditions. There fore there is no detention or arrest it is a traffic stop ans inspection that is explicitly allowed under Ontario laws and regs of the road.

Sounds like they got you really good. Police or MTO can pull you over and make you go to a nearby inspection station to check the mechanical fitness of the vehicle. Right not you don't have any reliable information to make any assumptions with. Tell him to either hire a paralegal or relax and wait for the summons, then ask for a trial and review disclosure. When he knows what the case against him is he can decide to either fight it or take a plea.

The ticket will not be quashed for having the wrong DOB, it could be used to diminish the credibility of the officer at trial.

If you plan on fighting it in court you have to argue that you did not do what you are accused of. So if the charge is "Left Turn - Fail to afford reasonable opportunity to avoid collision" then you have to be prepared to argue as to why that is not the case. It is legit. One is for not showing the license permit and the other is for it being expired. I'm gonna guess that if you get it registered and plead guilty to speeding they may drop one or both.

There is some debate that the early resolution process as being designated as "neutral intake period" and that the 11b clock doesn't start until you actually request a trial.
