That would be an impressive way to demonstrate your conviction (in more ways than one), but unnecessary. You also say that the cop accelerated further, even though it must have been apparent that the collision is imminent. Could that be classified as "using a vehicle as a weapon" or "dangerous driving failing to prevent a collision"?

If 12 degrees is right, then the beam at 100m is indeed 21m in diameter, which is closer to 6-lane highway. HWYBear confirms is here. Lidar's beam is only 30 cm in diameter at this distance.

Try to re-take your pictures. Also, since you probably have an old(ish) camera, replace the dead button cell battery. Most cameras have a small button cell battery (usually a 1216 or similar size) that keeps the clock "ticking". Going uphill/downhill, or around the bends will make your GPS reading slower than the actual speed is as well.
