Ont Reg 615 sect 21 (3) is the sign itself.

Flashing blue is ONLY to be used by police or a snow plow that is under contract by the province or municipality.

If the offense (failure to wear seatbelt) occurred 1km away from where the ticket says it did. Is that relevant ?
The officer observed me without my seatbelt at an intersection, I then put it on and he followed me to my house (1km away) and wrote the ticket with the offense occurring on my street.

The company that does the "testing" is on strike.
Therefore if it is a regular renewal for licences or plates it is business as usual.

How far down the road, from the point where the officer checked speeds, did the stop take place? Anything more then 2 KM would suggest there was other traffic at the time.
