The reasons you listed mean that the points indirectly affect your insurance rates, which is what I was getting at.

I don't have any legal suggestions, but when you get new tires, make sure the old rear tires are rotated to the front and the new tires are put on the rear. If the tires are not directional, rotate them side to side when you do oil changes; if they are directional, you are stuck with that configuration until the tires wear out.

It looks like all No-Parking Zones in Guelph are only valid if a "Traffic Control Device" (sign) is displayed. I haven't read the entire document as the text size hurts my eyes, but that's what the wording of s. 36 and 37 makes it sound like.

At this signalized intersection there is a street opposite to the parking lot, and the parking lot driveway is more like an access road to various parking areas for a restaurant (where witness was), a liquor store, a book store, etc. No road per se (no name), but not just a driveway. If the traffic control signal is just for the store's driveway, you might have an argument, but most signalised driveways are at a T-intersection where the driveway just happens to be on the other side. You might want to check your city's bylaws. If there is in fact a bylaw against parking in front of (what do you even call those?), then it's possible that no "no parking" sign is needed - just the existence of that cross-thing is enough. Toronto uses 15 m from the intersection for parking, but many times the green-circle parking signs are put up ...

For insurance: D1 100% at fault, even if D1 is cleared of charges.
Or are you saying that D2 should be given a ticket for speeding? Would probably have to be a very squeaky wheel to someone (prosecutor's office?), and 99% chance you will get brushed off as the notes say only 5 km/h over. Even then, it would only marginally help D1's court case. D1 ...

Bah, I guess that makes it pretty clear that a non-commercial driver can't hold a two-way radio. Time to scrap my proposal for PTT phones for our civilian patrols.
