What makes you think there actually is a video evidence?
Unless the officer explicitly mentioned to you that he has you on video, the prosecution does not need to produce such evidence and the officer's testimony will suffice.
Not that long ago there was no dash cams and people did get tickets and were found guilty based on what the officer ...

She can provide the info to the car owner and stand as a witness and if you do not come forward and resolve the issue, it can reported as a hit and run.

I doubt any officer would pull over a driver for a plate that hardly covers anything, unless he/she committed another offence and has been pulled over for it, then the officer may decide to slap on a second charge as well.

The first question should be, what were you smoking to transfer plates onto a vehicle without properly registering them with MTO?

A couple points on the original post:
1) Both the crown and the officer were wrong, the maximum find you're looking at under a part 1 prosecution if it goes to trial is $500. The set fine is irrelevant - once it goes to trial the penalty is entirely in the hands of the JP, subject to statutory minimums and maximums - the maximum in this case ...
