License Plate HELP

Well heres the thing this is what i want to do but I do not think I will be able to do it for long if i do I want to change my plates to a different name and since my car is a black and red theme i would love nothing more then to make it Black background with BRIGHT red lettering like no problem in visibility, but someone i am thinking it would be highly illegal...which is sad really because i think it'd show up better then blue an white even ha Please just let me know what you all think...I'd perfer actually legal quotes or something as I do want to do this badly

If your colour scheme was an option it would be available from the ministry. Look on the ministry website. They control the issuing of plates.
