"permit motor vehicle to be operated without insurance?", I have a old car, plan to sale,unfortunely, pulled over on feb 22 in 2012. I am first time,never get any ticket and accident. I stop the insurance'cause insurance premium increased too much. Two cars,they charged $1200 for one month, I can't affordtable,then I stoped old car and plan to sale. What can I do in the court trail ? How to prepare the plea documents?

Id suggest hiring someone to represent you. Youre looking at a $5,000 fine if convicted. Saying insurance was too expensive is NOT a defence in Court. Alternatively try meeting with the Prosecutor on the first say and see if they're willing to offer you a deal to a less serious offence.
