If there is no witness the case can't go ahead. Period. So either a adjournment which if it was me I would object to or dismissal of charge.
Other factors would come into the careless charge, road / weather conditions, light cycles, speeds, injuries, damages...
I would not take anyone's 100% guarantee as there is no such thing.

It's not double dipping. I know people that have gotten convictions on them. Personally I wouldn't lay both unless the person talks themselves into it. I also agree that there is a good chance that it would be withdrawn, but there is no guarantee with that.

A binder policy is a temporary one prior to you actually being assigned to you. Shoulnt be an issue.

The fact you don't hold a QC licence doesn't make any difference. You right to drive in Qu©bec had been suspended.

It is a criminal prohibition that is handed down by the courts. Ontario Gov't has noting to do with it other than following the courts direction.

Life time prohibition is that. Penalties are there for a reason and ment to be a specific (you) and general ( public ) deterrent.
Frankly I would say you have no leg to stand on, but who knows. Completing a back on track course might help others but I doubt it would help you as your prohibition is for life.

Not at all. He could have gotten several readings.

I'm 99.9999999% sure this was just a verbal warning and that's the end of that.

You most certainly can tow the vehicle. I have countless times. The majority of the time I offer the driver to get someone there to drive it.
