The reason most of the mail for your ticket went to your old address is that tickets are processed through the Provincial Offences Court in the municipality where you got the ticket, not through the Ministry of Transportation. So changing the address on your licence with the Ministry of Transportation doesn't do anything to tell the Court that is ...

I have to agree with everyone else there is no cost effective way to fight this one. When you add up all the time off of work and the running around you would have to do to fight this it is probably not worth it.

If it were me I would go with either a paralegal or an attorney that specializes in traffic law. Criminal lawyers don't spend much time in traffic court so they won't have a lot experience dealing with this kind of case. The only way to dispute a Green P lot Courtesy Charge is to call the Toronto Parking Authority at (416) 393-7275 and ask them if they would be willing to cancel the charge if you show them your parking receipt.
