Yes, the suspension would still apply. Unfortunately the decision to suspend you isnt made by the Courts, its made by the MTO. Im not aware of any way to argue the suspension, basically its automatically applied once the MTO sees youve been convicted in Court.

Yes, you can attend the MTO and have your licence reinstated in the interim. You'll have to pay $150 fee to get it back.

I work on the enforcement side of things and even I find these seizures troubling. I do not believe a persons vehicle should be seized prior to any finding of guilt. That's ridiculous. I get that the tow truck company will want to be paid for the work, but it should be billed directly to the city since it was their error. Was it an actual city bylaw officer? Or someone acting under authority of the property owner? Some of the private parking enforcement agencies are somewhat sketchy.
