Yep, even if the first ticket was invalid (not sure that it was), they have up to 7 days after the offence to serve you with a Provincial Offences Notice (ticket). If that's not enough, they can proceed by giving you a summons up to 6 months after the offence. So that's ok.

It is perfectly legal. Why wouldn't they be allowed to give you a lower speed and fine? They're doing you (and other drivers) a favour.
