The jurisdiction that issues the license is the jurisdiction you need to deal with to get your license reinstated. I'm sure the letter you received informing you of the suspension should indicate who that is.

HOV occupancy violations are minor convictions for insurance, however if you have other moving violations in the last three years or any at-fault accidents in the last six adding another moving violations, even a minor one, can be the straw that breaks the camel's back in terms of your insurer adding a surcharge or even not renewing the policy,

I guess it would depend on what was registered on the MTO computers. If the agent gave you a 2020 sticker but entered into the system the expiry is 2019 then you would receive a renewal notice in 2019.

I don't know if Desjardins has a conviction free discount so I can't say whether this ticket on your record will affect your premium. You do not have to inform the insurer of the conviction. Do you mean driving without a valid license (i.e. suspended license) or driving without having the physical license on their person (i.e. left it at home)? You might want to find a retired Ontario Superior or federal Supreme Court judge and consult them because, to me, all of your arguments presented are either irrelevant or are not subject to the Charter of Rights and Freedoms.

Without knowing who you are insured with and what your current driving record is like it is near impossible to say.
