In regards to the second charge, IÃƒÂ¢Ã‚â‚¬Ã‚â„¢m not sure I understand why your wife was charged. If she had a valid ownership (meaning stickers on the plate and back of the permit), she shouldnÃƒÂ¢Ã‚â‚¬Ã‚â„¢t have been charged.
