My son got a ticket on April 12, 2012 with the old form 4, he has been told that it is not valid since the police are no longer allowed to use those forms after March 31, 2012. Can any one clarify this for me?

Yes, it would appear that the older form 4 tickets are no longer valid if issued after March 31, 2012.
Tickets are covered by Regulation 108/11 of the Provincial Offences Act. Section 1(4) provides a six month exemption for many older tickets, but form 4 is not on that list.

I should add that's just my understanding from how the regulation reads, I could be wrong.

But your son got a Part 3 summons which I believe there was no change to.
