Ticket Not Filed

Got 4 tickets for no ownership and insurance in car plus a plate infraction.

Officer said bring to court and he will drop charges. Courthouse is closed due to covid-19. The phone message says closed and when I entered ticket numbers on the website it comes up not found it has been 13 days. Does this mean charges are withdrawn? What should my next step be in these strange times?
