“Construction Worker Blocking Multiple Lanes With Stop Sign”

My understanding is that construction workers can block 1 lane of traffic for construction work, but I often see them stopping all 2 or 3 lanes in one direction on larger roads.

If a person were to go through, would that be illegal?
