If you apply within 3 years of your G2 license expiring, you can go through the process without waiting the mandatory waiting periods between moving up a class. (8 or 12 months for G1, 12 months for G2). How quick you get your license would only really depend on the nearest available test date.

If it's been more than 3 years, you start from the beginning as if you never had a novice license.

Drivers licences aren’t suspended for unpaid parking tickets. They are suspended for unpaid provincial offences tickets. For unpaid parking tickets, you can’t renew the vehicle validation until they are paid.

Parking tickets are issued under Part II of the Provincial Offences Act and convictions are registered against the owner of the vehicle, not the person driving it, even if that is the same person. You need to look into this. Posting a copy of the suspension letter from the MTO with all personal information redacted would help.

"Novice drivers with licences that would have expired between March 1, 2020, and December 31, 2022, will have until December 31, 2022, to complete testing to maintain or upgrade their licence."

It's possible they may have extended the three years also, but I can't give you an answer to that. You can ask at a Drivetest Centre.

If they have, you can write your G1 test and book your G2 test at the same time.
