What does it mean?
Does it mean he/she is not on duty. Any accidents or any other incidents on his/her way to where ever he/she heading, he/she is not obliged to stop.
First Attendance: Usually this will be offered to you depending on where you live. You can negotiate with the Prosecutor to plead guilty to a lesser offence, which means a lower fine and probably no demerit points.
