Not sure what else we can tell you. The reason the officer arrested you seems to be for a violation under s. 12 (1) HTA - which he is lawfully entitled to do as per s 217 of the HTA .
The HTA states an offence under 12 (1) HTA can happen anywhere.

Moreover I can't see what would be useful in the manual other than the testing and operation portion of the manual. The officer (at least in my 10 years as an operator/instructor) won't likely be able to testify to anything other than the operation of the speed measurement device. They in most cases wouldn't have installed it or anything of that ...

I won't say it happens everywhere but around here most police service don't provide notes in the e-ticket system. The e-ticket is submitted without evidence on it and all notes are in notebook.

Based on the severity of the collision the police could also get a warrant/production order for the uber records to prove you were or were not in the area. However if it's not a serious injury collision I doubt they would go through the trouble

You could ask the prosecutor to amend it to ''Drive with seat belt inoperative s. 106(1) w/ total payable $240.00'' at least it saves you some points, I have seen it done more than once.

The OP didn't upload his tickets. I did. What I was trying to show is that I believe that he is telling the truth behind the false charges. My headlights weren't out but I still got charged for it. Bear in mind, I was originally pulled for Stunt Driving, and he gave me a break, which is what I'm assuming happened to the OP.
