Just wondering who you think would be at fault or if the fault should be split between both drivers.

Was this by any chance at one of the Power Centre malls? They tend to have weird signage.

What I've seen is that there's a 4-way intersection in the mall, but the traffic entering the parking lot, i.e. coming in from the "highway" has no stop sign. Is that the case you're describing?

This has been dealt with on these forums and elsewhere on the Internet. It is not illegal to turn right in a red light if there's an advanced green on the same side or the opposite direction. As long as you comply with the condition of turning on that red light and there's no sign prohibiting it.
