The question you need to ask yourself is: Were you either on a highway or about to enter a highway when the offence was committed? The placement of the sign was probably on city owned property which usually extends well beyond the actual roadway. The location was on Eglington Ave and the Walmart is between Beachall and Mason, so there doesn't appear to be an issue with location.
