A hit and run with injuries means there must be a police report. If there was a police investigation I find it odd that no one from the police would have contacted you. You can figure out the time based on the frames per second the video was shot at. So if the video was shot at 30 frames per second, and it took 60 frames for the object to pass between the two points you are using to measure distance, then you know it took 2 seconds for the object to pass between he two objects. The only electronic liability cards that are approved for use is the liability cards that Uber drivers use to show that they are insured under Uber's policy with Intact insurance. It doesn't hurt to send in the video to the adjuster however it is unlikely your daughter would be able to deemed not at-fault. The best she could hope for is 50/50, but that is a long shot as that situation is described in the Fault Determination Rules.
