You conducted yourself in a purposeful way. No negligence was present. There are other sections of the HTA that would apply to your scenario. They weren't used. The officer was being lazy (IMO).
If there are multiple infractions within a close time frame, I will and directed by our courts to lay the careless charge!
(ie, fail to signal, improper turn)
or
where there is an offence,while seing the driver talking on a cellphone.
