Ontario Highway Traffic Act

Hi,
i was stopped and summoned for :
1. No current permit - I forgot to get a current one
2. Operate motor vehicle without insurance - I have insurance, but did not have my papers in the car ( the officer refused to call my insurance broker).

My car was towed

My Questions: Is it normal to tow the car?
Should I just plead guilty to the "No ...
