Ontario Highway Traffic Act

I got charged with driving without insurance in Feb/04. It there a statute of limitations on time or anything?
I owe $3720. I don't live in Ontario anymore so I can't even fight it.
Does anyone have any ideas?
I'm in desperate need of help, I really need to drive.
