I'd say based on the move over law "to another lane" portion only applies to highway where there is two or more lanes on the same side as the stopped emergency vehicle. If it was in fact a two lane highway then there is only 1 lane on the same side of the hwy as the stopped ...

Seriously though, tuning forks have not been required to test radar units in Canada for about the last 6 years. You either have US manual pages or old pages.

You make it sound like you never got any advance warning that your licence would be suspended if you did not pay the (small) ticket. Well sorry to say, You Did! If you look at the back of your Offence Notice (see generic below)

Depends on what the charge is. Some charges go to the owner (no insurance for example) while many others can go to the driver or the owner. Perhaps you were charged as the owner in which case identity is not required, just that you are the registered owner.

Commenced as in started or charges laid, not to be confused with concluded or disposition of the charges.
