Rear Ender - Charged at Collision Reporting Centre?

I rear ended someone in a minor fender bender. The other party is reporting to the collision reporting centre. When I report there, will I be automatically charged?

I always (perhaps paranoid) thought that calling in or checking online would trigger someone to say "Whoa! Look at this one! Whats going on here? Lets get er' moving!".

The only cases I have read that say 18 months apply to POA are ONCJ from Justice of the Peace which means they are not binding yet. If nobody argues then it will definitely go that way! I have not personally had a case go over 10 months, so have never had to argue an 11b, but hopefully there is som...

Just a small update: I was charged in December 2016. Its now November 2017 and still haven't received my trial notice. Seems a little bit odd no?
