Appeal driving suspension due to unpaid fines

Hello all, I would like to know if I am able to appeal a driving suspension due to unpaid fines? The original court case was 14yrs ago with a conviction and fines. I had totally forgotten the fines and just a few months ago I received a letter stating my licence was suspended. I would have to pay the total amount plus interest plus a $200. reinstatement fee. BTW the fines never materialized on MTO's system which allowed me to renew my licence on 3 different occasions throughout those 14yrs. Unfortunately I cannot pay to $700.+ fine all at one time and the JP denied my request for a payment ext...

Can I get my fines reduced even if has been set already?

I recently had my driver's licence suspended due to unpaid fines that dated back to 2004 that just recently popped up on MTO's system. They never had any outstanding fines showing up when I renewed my licence this May 2018 as well as back in 2013 and 2008.

My question is can I get the interest on the initial amount waived? If so, what procedure do I need to make?

And can I get the reinstatement fee also waived since I had no knowledge of any outstanding fines against me which I could have paid off and avoided the extra $198. on top.

Licence suspended for unpaid fines that occurred 14yrs ago

I was informed via email by my insurance company on Nov.10, 2018 that my driver's licence had been suspended due to unpaid fines since Aug. 2018. They had requested an abstract due to a renewal and it came back with a suspension. The incident which dates back to June 2004 was a minor fender bender that did not require police because damage was under $1000. and no one was hurt. Both parties agreed to resolve the issue on our own. Unbeknownst to me I had been charged with a) failed to report and b) improper licence. Yes it was a good thing I was never stopped during the 3 months I drove under suspension without my knowledge. My main concern now is how will this affect my insurance rates?

Also with regards to the incident, like I said it was a minor fender bender during a busy rush hour, minor damages and no one was hurt.

It just seems so unfair that they spring this up on unsuspecting driver's with an immediate suspension without chance of payment then have the $198. reinstatement fee on top of the fines which by the way went up due to interest.
