Ontario Highway Traffic Act

I was driving through NY State and recieved a tint ticket on the way,I work in the US but my car is plated Ontario. The officer said my side windows were 2% (they really are 7%) and the law in NY state was 70%...Does he have the right to ticket me even tho Ontario tint laws are vague and my tint is "legal" in Ontario.
