Ontario Highway Traffic Act

My son got charged with "Drive motor vehicle validation improperly affixed". We have a sticker attached to the ownership, and had one on the plate. I followed the same procedure every ownership purchase for the last 32 years of owning a car. The Peel Police charged him with that and nothing else. Does anyone have any options for me to consider?
