As long as they have not stepped off the curb you should be ok. If you look at sec 140(4) which is Pedestrian Fail to Yield at Crossover, the pedestrian must yield to a vehicle if its close. You are going to have to give more information.

You were going through a stop light? Was it red?
Why was the car in front of you in a "full panic stop"?

The charge given can be given but if you said in your statement what you said here, there are more appropriate charges including careless.

You may be given a lesser fine for early resolution. There is no excuse not having insurance while operating a motor vehicle. It matters where your case is being heard because each jurisictions have different perspectives on fines. There will be no ministry record in regards to the 24 hour suspension in your case. As for the repercussions for the ticket, it's not the duty of the officer to tell you what happens upon conviction. Stop signs have to be a certain size and height from the ground. I highly doubt at this location the stop sign falls out of this. As for seeing if you have been drinking and driving, people so lie.
