“Failure To Report”

Help please........ My son received a failure to report an accident ticket today---he says he didnt hit her car in his doctors parking lot. he went to the appointment and came out to find her and her co workers standing there saying he hit her car -he said no and well cops came and he got an offense notice ticket for not reporting -- they didn't take a statement from him or anything--can we fight this ? He never left the parking space......frustrated
