Officer's notes: what do these mean?

So got the notes, I have figured out what most of the abbreviations mean... Hoping you can halp me out on these:

(the first thing on the notes... is an 'M' in the top left quadrant of a cross... I drew it in my profile pic, hope you can see it... no idea what that means)... the other stuff is...

T - 120 km/hr L- 120 km/hr

P- 83 km/hr

CWVO

T= travelling, P= patrol car, but the other items I'm unclear on.

"M" and a cross is a way for the officer to note down that there was one person in the vehicle being male in the driver's seat.
