Does The Pedestrian Have To Fully Crossed Over?

The first thing the officer said to me was that "I almost hit a kid." There was definitely no pedestrians in my path, and the pedestrian was almost fully crossed.


Legally, does the pedestrian have to be fully crossed, or can I proceed with caution if he is not in my path.
