I just drove by that spot today. At 60km/h it takes about 2.5 seconds to reach Logan from the sign (about 42 metres). At 105 km/h it would be about 1.4 seconds which is the amount of time he has to aim and take a reading. Acquisition time is usually around 0.38 seconds for lidar plus he's also got to pull the trigger. Way too tight. Plus the angles are extreme to get an accurate reading.
