Since you were charged under the NCCTPR the rules governing signage under the HTA don't apply. At any rate the default speed under the NCCTPR is 60 kph so even if there was no sign you could still be charged with going over the default speed limit. As for if this will show on your driving record, I think the answer is yes but I'm not 100% sure. I will do some more digging and see if I can find a definite answer.
