What determines prohinited turn,disobey sign and bylaw turns

Does anyone know what determines what turning charge you will recieve out of prohibited turns, bylaw turns and disobey signs.

The officer's discretion determines.
Also the driver...If the sign indicates no left turn and you make a left turn you may be eligible for a ticket...
