Well, it ends up that the prosecution also didn't have a copy of the by-law in court, so the charges were withdrawn.

I did get disclosure, and it only yielded a copy of the officer's notes. It did not include a copy of the by-law, as requested. The offense date was about 7 months ago, so there would still be lots of time to reschedule another court date if I asked for an adjournment, so I don't plan to do so. Time...
