Never received Conviction Notice, now license suspended

What can we do here? We never received a conviction notice and all of sudden a letter comes in the mail saying that the license is suspended. My girlfriend panicked and paid it off to reinstate her license because a vehicle is vital for her employment.
Is there any way to appeal this?
