Two Tickets For Expired Registration

When I first registered my car, I was given a temporary registration sticker. I did not complete the process of obtaining a regular registration, and the temporary registration expired.


I was pulled over for speeding, and in addition to a speeding ticket, the officer wrote me two other tickets: one for "Fail to surrender permit for motor vehicle," and one for "Drive motor vehicle, no currently validated permit."


What is the difference between the two permit violations I was cited for, and is receiving two separate tickets legal/reasonable? It seems like I am being fined twice for the same offense of having an expired registration.

It is legit. One is for not showing the license permit and the other is for it being expired. I'm gonna guess that if you get it registered and plead guilty to speeding they may drop one or both.
