Insecure Load

Hello everybody, I was wondering if anybody can help me out. I am dump truck driver, about a month ago I got pulled over for not having my tarp on which resulted in me getting a ticket ( insecure load). I had a load of stone 4-6 in diameter in the box, nothing was going to fall out the load of below the sides of the box. I heard but i couldnt find that how highway traffic act changed in 2013, and allows operators not to tarp the loads if the material in the box is bigger than 2 inches in diameter.

O. Reg 577

It is 1 1/2 inches in diameter or less where tarping is required, but there's about a dozen exceptions/limits/etc. Take a look... If you have some sort of proof that it was 4-6 inches diameter, you should (if I'm reading O. Reg 577 correctly) you should be able to get it dismissed.
