Red light camera will go off when the light is red, your vehicle is behind the line, and then proceeds to pass the line. It will give you an amount of time on how long the light had already been red when your car passes the line (eg. 0.9 seconds)

That being said, you'd need to be in an intersection that takes advantage of red light camera tech. Even then, not all intersections capable have cameras installed at that very moment.

Just to clarify, as long as you entered the intersection legally (i.e. on a green or amber) you still wouldn't be charged if the light turned red while you're waiting to make your turn. You're allowed to wait until its safe to proceed to make your turn. Theres no requirement to complete your turn before the light turns red. You should always make sure oncoming vehicles aren't trying to run the light themselves.
